Scandal surprises us each week with some of the greatest guest stars. During the end of episode 17 “Snake In The Garden,” we were presented with the “Mysterious Man” meeting Jake on the bench at the park. Every episode Jake and “Mysterious Man” meet on the bench at any given time, day or night. In episode 21 ‘Any Questions,’ “Mysterious Man” tells Cyrus Beene (White House Chief of Staff) to NOT have any contact with Charlie anymore because he is dead. He gives Cyrus advice to use the knowledge Cyrus has about Jake and Olivia to keep President Fitz in office.
The Mysterious Man (portrayed by Joe Morton) is Jake Ballard’s commanding officer for some kind of covert operation, possibly a rogue or unsanctioned branch of the CIA. He appears to have been part – heading – the B613 program; he was known as “Command” to Charlie and Huck.
In Scandal season’s finale, we learn that Mysterious man is Olivia Pope’s dad. We will learn the back story in season 3.
